Ha-ha! This is a truly bizare case of mistranslation. The Hebrew 'c'halakha' isn't refering to Jewish religious law 'THE halakha' it is just the regular use meaning 'properly' or 'following proper procedures'.
It's a translation of a WHO document in English. In Hebrew its clear that it means 'properly cooked', but the translator gave it a Kosher interpretation
